Tottenham are the biggest favourite to win Europa League with all bookies, and in this match they are hosting Tromso from Norway that are one of the teams with the least amount of chance of winning the Europa League. Tottenham are in 3rd position in Premier League after four matches, they have won three and lost one. Tottenham lost to Arsenal, and won against Crystal Palace, Swansea, and Norwich in the last match. They have only conceded one goal, the one against Arsenal, and the other matches they won 1-0 1-0 and 2-0. In the Europa League they beat Dinamo Tbilisi from Georgia comfortably 8-0 on aggregate, earning them participation in the group stage.

Tromso are three-quarters into their domestic season, after 23 matches they have W6 D7 L10 and are in 13th place, just barely above the relegation spot on goal difference. So their main focus is on avoiding relegation and playing Europa League will put a strain on the squad, but meeting the likes of Tottenham will be a great occasion for them and they will be fighting hard in all matches regardless.
